By April 1 9 5 1 American forces were back at the 3 8 th parallel, having been pushed into South Korea earlier by the Chinese. MacArthur wanted to advance north and take the war into China itself. Truman, wishing to avoid an all- out war with China, ordered his recall to the USA.

Truman needed to demonise the Soviet Union and communis1n in the minds of the American public. He needed to present com1nunism and the Soviet Union as an enemy of the USA in order to justify his aim of protecting the USA's vital national interests and turning the USA into a global power. • Truman had to provoke the Soviet Union. His Doctrine was designed to make the USSR feel threatened by America's power. Truman wanted a Cold War to start because this would justify America's role as a defender of freedom but more importantly it would enable the USA to function as a world power.

The Truman ad1ninistration reacted ahnost immediately. The UN Security Council called upon member states to render every assistance to the UN in ensuring that the North Korean aggression ended. North Korea's invasion 1nilitarised contaimnent and it indicated to the USA that the Pacific and parts of the Far East were now vulnerable to communist expansionis1n.
